The Regular Meeting of the
Carthage City Council was held

Walker, seconded by Smith to approve the July budgetary report. All six
Aldermen voted “yes”.
Mayor Nightingale informed the
council of a letter he had received from Mediacom requesting franchise renewal
in May 2009. The poor customer service was a topic of discussion.
Neglected properties were
discussed at the Public Works Committee Meeting prior to the Council meeting.
The committee recommended fines be implemented for failure to clean up the
properties.
The Police will start issuing
citations to property owners who have failed to respond to verbal or written
complaints from the Codes Enforcer or City Attorney.
There has been a request from
David Stoverink to build a dock into the Carthage Lake. Mayor Nightingale
remembered that requests had been denied in the past due to liability concerns.
Codes Enforcer Schulz is continuing to investigate this issue.
Motion was made by Alderman Smith, seconded by Walker to allow the Police to
spend $200 to purchase a calibration bottle for a breathalyzer. This will be
paid for out of the DUI fund. All six Aldermen voted “yes”.
Motion was made by Alderman
Walker, seconded by Bentzinger to approve the payment of the July bills with
the exception of Holcomb Foundation for the landfill sump pump. All six
Aldermen voted “yes”.
Aldermen Fleming reported that
Terry Knoke from PSBA, had reported that the paperwork has been completed for
the overlay project and the water & sewer projects. The projects are
expected to start soon.
Prairie Avenue and Lyon Avenue
were seeded following last years’ water & sewer projects. The Street
Department will check these areas and if found acceptable, Travis Duffy will
receive the agreed upon payment.
Mayor Nightingale reported
that he had received a call from Mike Bavery requesting free water and sewer
for the financially challenged YMCA. The board had also requested the Street
Department help with plowing the parking lot following snow falls this winter.
Motion was made by Alderman
Walker, seconded by Fleming not to provide free water & sewer, or
snowplowing service to the YMCA building. All six aldermen voted “yes”.
