The regular meeting of the
Carthage City Council was held

Aldermen voted “yes”.
Brenda Pyatt, Community
Development Director, reported on the planning meeting of Sept 1st,
which discussed TIFT districts and Enterprise zones, with the pending new
highway. She also informed the Council on the newly developed BizLink
Breakfast, which assembles business representatives throughout the county on a
monthly basis.
Kevin Youngmeyer and Abbie Ray
attended the Public works meeting with complaints on various properties and
their negligent care. City Attorney Glidden was instructed to take a harder
line on negligent property owners. He is to work closer with Ron Schulz in
following through on complaints.
Alderman Smith reported that
the Tornado Siren on the north side of town was damaged with the storm this
week. The manufacturer’s rep has been contacted and is checking to see if this
would be covered under warranty.
Alderman Smith made motion,
seconded by Duffy to allow the Police Department to purchase tires for the Intrepid squad car from the lowest bidder Menn’s Firestone
for $263.00 All six Aldermen voted “yes”.

Smith, seconded by Duffy to accept the resignation of Police Officer Robert
Bell effective September 30th. All six Aldermen voted “yes”. Officer Bell is
going to work for the Hamilton Police Force.

Smith, seconded by Duffy to accept the Safety Committee’s recommendation to
move Mike Kost from a part-time patrolman position to full-time patrolman at a
salary of $25,000.00/year, effective
October 1st. All
six Aldermen voted “yes”.
Alderman Smith informed the
Council that Chief Waddell is going to attend a Homeland Security Training
session in Springfield, which is sponsored by the State of Illinois, and
offered free of charge to the City.

Smith, seconded by Duffy to allow the Lions Club to solicit at the 4 way Stop
on October 14 & 15th. All six Aldermen answered “aye”.
Alderman Smith informed the
Council of the Safety Committee’s decision to have the City Police assume command of any City Police matter unless they
relinquish their command to other authorities.
Motion was made by Alderman
Smith, seconded by Duffy to accept the lowest bid from Don’s Service for brake
replacement on the blue squad car for $391.51. All six Aldermen voted “yes’.
Mayor Nightingale informed the
Council of the landfill project starting today. Patrick Engineering is
overseeing the project.

Walker, seconded by Fleming to amend the budget following approval of the state
to utilize Motor Fuel tax funds for various expenses usually paid out of the
General Fund. All six Aldermen voted “yes”.

Walker, seconded by Duffy to pay the August bills with the exception of tires
for the Fire Department, and with the addition of bills from Bentzingers for
the Street and Fire Departments, and a mosquito spraying bill. All six Aldermen
voted “yes”.

Alderman Fleming requested
City Attorney Glidden write a letter to Knapheide, accompanied by pictures, of
the poor fix made to the bed of the dump truck recently.
Motion was made by Alderman Walker, seconded
by Duffy to have the Mayor sign a resolution of support for a Housing
Rehabilitation Grant. All six Aldermen
voted “yes”. This grant allows
low-income homeowners to get funding to fix up their homes. Brenda Pyatt informed the Council that an
average home would receive approximately $35,000 worth of improvements.

town. The Fire Station Attendant would be the only person allowed to fill
pools, between the hours of

Walker, seconded by Duffy to keep the vacation policy as stated. The Police
currently work 10-hr shifts 4 days/week, but would be paid for 8 hours and 5
days of vacation for each week earned. All six Aldermen voted “yes”.
