The regular meeting of the
Carthage City Council was held May 24, 2005,
at City Hall, 308 Walnut
Street. Mayor Nightingale called the meeting to order at 8:00PM. Answering to
roll call were Aldermen Duffy, Smith, Neally, Fleming, Bentzinger and Walker.
Absent was Treasurer Lunt.
Motion was made by Alderman
Walker, seconded by Duffy to approve the meeting minutes of 5/10/05. All six Aldermen
answered “aye”.
Motion was made by Alderman
Walker, seconded by Neally to approve the levy ordinance 2006-2 with no changes
from the prior year’s levy. All six Aldermen voted “yes”.
City Attorney Glidden reported
that he would file small claims against the homeowners that have failed to
clean up their properties and the fire run bills that are delinquent.
The Mayor has spoken with
Steve McNally regarding his property on N Fayette St. He is making plans to
tear down the house and clean up the property.
Alderman Smith reported that
the lost radio was found in the DARE truck and was not in Officer Owsley’s possession.
Motion was made by Alderman
Smith seconded by Fleming to allow street closure in the 500 block of Walnut
Street this Saturday evening, May 28th, at 6:00 PM for 30 minutes
during an outdoor wedding. All six Aldermen voted “yes”. Alderman Smith will
notify the family to obtain barricades from the Street Department and return
them to the City Garage. Alderman Smith will also notify the Police and Fire
Departments. Clerk Graham will notify the ambulance service.
Alderman Smith reported that
the Safety Committee had interviewed two candidates for the Patrolman position.
One was offered a part time position and Joel Carlston was offered the full
time position at a starting annual salary of $25,000.00 He will be moving to
town this weekend and begin work right away.
Mayor Nightingale reported
that Patrick Engineering is currently installing two new wells. One is on the
Cemetery property and one is near the old rail road right of way. July 11th
is the target date for the landfill project to begin.
Mayor Nightingale reported
that the City had received permission from the EPA to haul the drainage from
the landfill at some time in the future if so desired. There would be a $250.00
fee but no special training required.
Motion was made by Alderman
Fleming, seconded by Duffy to split the bill with Hibbard Construction on the
rebar for the bridge on Wabash St. All six Aldermen voted “yes”. Clerk Graham
will bill Hibbard for $418.50.
Motion was made by Alderman
Fleming, seconded by Duffy to have the Mayor sign the necessary paperwork for
the street overlay project this summer. All six Aldermen voted “yes”.
Motion was made by Alderman
Fleming, seconded by Walker to have the Mayor sign the EPA Water Permit for the
project on Prairie Avenue. All six Aldermen voted “yes”.
Motion was made by Alderman
Fleming, seconded by Smith to pay $2000.00 to Homestead Lumber for their
sidewalk replacement, which is incorporated into their new entryway concrete
being installed this week. All six Aldermen voted “yes”.
PSBA’s Terry Knocke had
contacted several sewer video services, but none were interested in pricing the
work due to small size of the contract and significant distance from their
headquarters.
Motion was made by Alderman
Fleming, seconded by Neally to approve the new 5-year Municipal Pipe Contract
for sewer video. All six Aldermen voted “yes”.
Mayor Nightingale reported
that Brenda Pyatt had contacted CIPS’ business development department. They
have agreed to move their utility poles if the landowners are willing to give
25 feet on both sides to allow a City Road to be made where a current alley is
between Buchanan and West Main Streets. The Mayor will be discussing this
further with the landowners.
A Legislative Committee
Meeting was scheduled for May 31st at 7PM to discuss the mobile home
ordinance, annexing & water service, water/sewer rates and gas bids.
Motion was made by Alderman
Fleming, seconded by Duffy to sign the Motor Fuel Tax resolution for $80,000.00
to pay for street lighting, culverts, sidewalk and sign replacement, snow
removal and patch. All six Aldermen voted “yes”.
Motion was made by Alderman
Fleming, seconded by Walker to approve Lamont Lee to work with Bob Jefferson
Excavating to come up with a solution for Jim Printy’s sewer line. All six
Aldermen voted “yes”.
Alderman Fleming reported that
the new sewer line for 1st and Wabash Streets would be started next
Tuesday, May 31st.
Motion was made by Alderman
Fleming, seconded by Neally to approve the publication of the required Consumer
Confidence Report in the Hancock Co. Shopper in July, for a cost of $378.00.
All six Aldermen voted “yes”.
Alderman Fleming reported that
Vince McBride is beginning the completion work on Rogers Road. When that
project is finished, he will start on Locust Street.

Walker, seconded by Duffy to adjourn at
9:10 PM. All six Aldermen
answered “yes”.
